I've confirmed 12V to all coils and their resistance exceeds 1M Ohm. I initially didn't get over 1M ohm on the ignition coil condenser so I replaced it. I ran the vehicle and still get the P1320 error code. I retested everything the spark plug coils still test fine, but the ignition coil condenser reads over a Million Ohms and progressively reads higher and higher until about 26M Ohms and then reads zero. What does this mean?

That correct, the condenser should read over 1 M ohms. What you are testing is a condenser by applying the OHM meter it is adding a charge then the condenser dissipates it. Your best test is to test the condenser terminal to check and see if there is a proper ground. Do a OHMS or better a continutity  test on the condenser terminal 2 and its ground
