If a cam gear makes a click on attempted rotation, does it mean its faulty

Question

My car jerks between 1800 to 2400 rpm. My mechanic says it's a faulty cam gear/ vtc pulley. One of the cam gears makes a click on attempted rotation. I recently got a used cam gear and it also makes the click. Does the click mean the cam gear is faulty?
