P0016  1.8 engine full of sludge like from using penzoil replaced vvt. Replaced timing chain and tensioner were to go next all wires look good

P0016 this is mechanical, the valve timing is out of specification. If you clear the code , there is rough idle that will be present, only for it too come back. There is only 2 ways to set this code the valve timing is off. or the ECM faulty.
