Can this code cause the vehicle not to move when it's in drive?

This code is for the input speed sensor, it detection logic is set when the vehicle is going at least 25 mph. If you put the car in drive and there is no drive gear, you have a faulty internal transmission problem, Putting a input speed sensor is not going to resolve this, the input gives smooth shift performance.
