For the 1995 even though you have a OBD II plug you still need to set it as a OBD I. So if your scan tool does OBD II , this will not work. This year is known as a hybrid of OBD II. Depending on the scan tool you have you need to select Ford. plus input the required VIN , if the scantool does not do that it will not work
