What else do I check?

Question

I keep getting a p1130 code after replacing the scv solenoid and cleared the codes. I have checked the vacuum lines and checked that the actuator moves and as does the scv itself. I know it opens fully when I run the throttle manually. I can feel it move with my fingers on it.

Test the one way valve that the last component  that set the CK ENG LT for this code
