code p0132 on 2000 dodge dakota already changed relay and sensor

have already changed relay and 02 sensor but still getting code p0132

P0132 Bank 1 Sensor 1  oxygen sensor shorted to voltage

The 02 sensor wire right where it connects to , there is a convolution tubing or wrapping that wrap the harness of the 02 sensor to the ECM, You woild have to open the wrapping  What you need to look for is any transmission fluid or power steering fluid leak on the connection? what happens is the wire of the 02 sensor tends to rot and expose bare wire which can touch  each other.
