1998 Ford Ranger XLT 4.0L 4x4 Extended Cab, on my obd2 scanner how do i decipher Test$10 ID 21 Module $10 fail?

The test ID uses a hexadecimal system , this does not mean the component is faulty it just has not tested . There is a min and a max setting. if the min is close to 10% of the max setting the component is failing, and the ECM is trying to pass.
