Hello on my 1999 Hyundai Elantra obd2 port not linking to the scanner

Hello on my 1999 Hyundai Elantra I was www to get the check engine code I went to AutoZone and a mechanic shop to try and get it but the scanner keeps saying no link, I checked the fuses, and the wires I can't figure it out, any suggestions would be much appreciated, thank you
