On my 2007 Mercury Grand Marquis 4.6L my OBD2 port will not power my code scanner

OBD II scan tool not detected, majority of time when the scan tool does not read , the cause is mostly due to no power at pin 16 of the DLC (diagnostic link connector) which is wired also with the cigarrette lighter, a blown fuse is usually the problem, The DLC fuse is listed as Fuse 16, which is a 20amp fuse that is located at the central fuse/relay which is located left of the steering wheel by the brake pedal.
