does the code p0411 effect the engine when its stopped at alight or stop sign..?

Question

when i pull up to a stop sign or stop light the car jitters a bit almost as if its hesitating  to run...so my question is does the code p0411 which is the secondary air injection control or effect how the car is running when its out?..which is reading incorrect upstream flow..

P0411 Secondary air injection incorrect flow

No, the secondary air injection only comes on during cold start, It has nothing to do what you are experiencing, The main cause is the one way valves for the air injection, Heat attracts moisture when you start the engine condensation is seen out the exhaust until it expelled, , condensation does build up in the one way valve, this is where rust develops in the one way valve , You can take out the one way valve there should be resistance one way and none the other way. if there is resistance  both ways its plugged, and no you can not clean it out, , Your EGR can be the cause of what you experience, not P0411.
