code of 1218 on ford edge after a crash-will not run

Question

rebuilder car 2013 ford edge. hard  front hit to engine and tranny. We  put back together the catalytic sensors and mass air and new intake plenum( broken vacuum line) and still runs  rough and dies in less than 30 secs.
code 1218 and possible issue  with key recognition. sometimes it will start and other times maybe not. sometimes when u turn ignition on and if radio is on then the volume is always loud and must be turned down. Not sure how to separate  mechanical from electrical but  mechanic  thinks key/ ignition needs reprogramed or something first. He only carries  a larger snap on  scanner  but cannot reprogram ford with it.

P1218 on a Ford, this is a mostly a Chevy code, where the resistor pops out, the engine runs and start then immediately shuts off,
