Could p0740 be caused by an electrical problem?

OD and TCC solenoids have been replaced. No change.Fluid is clean and smells good. This code and the lack of lock-up came on suddenly.

Yes it can on the RE transmission , as a rule of thumb the OD and TCC and the 3-4 solenoid. the temperature has to be monitored as well and if it is electrical that setting the code , the PCM would set a transmission control relay .
