what does code1537 Manufacturer control mean w/code po171

2002 ford ranger rough idle but runs out good/ codes are po171 system too lean bank 1 and 1537 manufacturer control,have changed plugs,wires, fuel filter any ideas?

These code mean the system is lean, the problem is the IMRC P1537 mean the IMRC is stuck in the open position, Fix the IMRC would resolve the code condition that is set.
