Hi there,

These codes are not related. The P1723 code means the transmission control relay is stuck on. This could be caused by the relay or a short in the wiring. This is the buzzing sound the car is making.

The P0154 code is for a faulty O2 sensor circuit. The only way that could be related is if the wiring harness is shorted to both the relay and the sensor.
