2003 Ford Focus 2.0L runs rough but has changed spark plugs and wire what would be a better start to help? I have the engine code p0316

Have a 1990 caddy coupe deville and the car is missing and puttering like the spark plugs are bad, had a new tuneup and changed wires and everything else and still not getting much power.  Please help.
