i replaced the bank 1 solenoid..replaced bank 1 actuator.. replaced bank 2 actuator with the position sensor on it..replaced a vac hose on top of engine to back sensor..unplugged battery...drove a lil and code is back.. all parts work...can see actuators work when engine running and when i give it gas..has power to these sensors .. butterfly valves not binding and move freely.. am i missing something ?

Everything about the IMRC is correct, there is only one difference, when it comes to this code , the PCM needs to be reprogrammed, this was a issue at one time when P2004 was occurring without any drivability, and according to the PID data the IMRC was not near any volts reading when closed, The solution was reprogram the PCM.
