Does a melted vacuum solenoid cause a p2004 code on a 2004 Ford Focus?

I have a 2004 focus and its showing a p2004 code.  Now i know already that theres a short in the wiring somewhere since my radio is really glitchy. But what reasearch ive done suggest a short or the vaccuum solenoid, or IMRC, or the PCM. I just discovered that the vaccuum solenoid is melted too... CAN SOMEONE PLEASE HELP ME FIGURE THIS OUT?
