Code.p1518'vehicle.turns over but won't start

Question

I got the code p1518 my 03 tahoe. Vehicle.will turn over but won't start it tries and spits and sputters but won't stay running. I've read about replacing the tac but is there possibly something else that it could be that isn't close to$400 I don't want to sirens that kind of money for it not.to fix it. Our how can I check to be sure that the tac module is bad?

P1518 Throtle actuator control performance

This code in a 5.3 engine is not the throttle actuator, This is a power supply problem going into the TAC module, Even if a P1518 is set in the ECM, the engine should still start, the throttle actuator would reset  once the ignition is turned off, until a fault is detected then goes to reduce power mode, Start by checking it fuse listed as ECT /  ECM. This is the ignition  or IGN 1 for the throttle actuator, If the engine is not starting , this is the result of a no start, The ECT /ECM in the power distribution box also power the fuel pump relay
