can the fault code p1564 be responsible for a car not starting ?

i have done all i could yet the fault code keep coming on,after several time i did erase the fault codes, the nozzles not opening, the ho2 sensor harness has only one ignition current, every light on cluster,are all coming on i have changed the cranking sensor,                          all the fuses are in place, what else do i to make the car work?

This code would only affect it if there was a problem with the spiral cable that is affecting the ignition switch. This code is for the cruise control switch on the steering wheel. You're explanation isn't that clear about what's happening with all the lights coming on, but if by nozzles you mean the fuel injectors, check and make sure the security light is going out. If not, then you are immobilized and need to have the keys programmed.
