Can the canister vent solenoid cause engine to run rough?

Question

2002 merc. Sable SD.
No woosh of fumes when opening gas cap.
Engine starts good but runs a bit rough.

P1451 EVAP control system canister vent solenoid circuit malfunction

No this would not cause the engine to run rough, this means that the vent part of the canister  is non functioning which will not allow the purge valve to obtain a target vacuum when the EVAP monitor runs,
