Yes it can be , if there is no CKP signal in the ECM, if the CKP signal is working then and the ECM see the signal then NO , this would not be the cause of a no start condition. If you have a scan tool as you crank the engine over the RPM signal should be greater than 250 RPM less then that the CKP need to be investigaed more
