What causes that code to come out?
Is there another way to fix it instead of changing the whole system?
I've had done a brake flush and a few weeks later it had come on.
Vehicle: 2004 toyota sienna

This is unfortunate but it is a very common problem , Vehicle are built by robots, so the vehicle are uniformed, there you can see common problem with the manufactuer vehicle in comparison with other manufactuer. This code condition would of hapen regardless if you did a brake flush or not.

Is there any othere way to fix it instead of buying a new one?..and will anything happen if I don't fix it ?

The only fix for this is to replace the brake actuator assembly, get it at a salvage yard, if you do not fix this you have no ABS system just regular standard braking, Here some of the history this has , Most all Brake shop know this , they do a brake job and on the test drive the vehicle pull to the left or right, They did the brake right, what they began to realize is do a ABS stop, and right  after that the vehicle stops correctly. Ive encounter this and shared it so many places . My little theory for this is , the ABS braking is hardly activated , so brake fluid just rots away, Manufactuer like MBZ and BMW and Hyundai recognize this as a problem that why when they do a brake flush, they have to use a factory scantool to activate the ABS system , You probably lost the ABS system for a lack or it ever being used, Also just to mention this has a ABS fuse , if you can just check that is not open , listed as ABS2. use the fuse cover as the map of its location.
