What is the property way to set the timing on a 1998 ford escort zx2 hot coupe with a 2.0?

Question

I used the CAM timing tool that also comes with a TDC tool to set the timing but I either get a p1380 or p1381 code I've tried multiple times and just can't get it to set right. Any help is much appreciated. Thank you.
