I have the P1383 code on my 1999 Ford Escort ZX2, what is the code meaning?

P1383 Variable valve timing over retarded Bank 1

When this code sets it mostly due to the VCT solenoid stuck open which will case rough idle, If there was no timing belt replacement performed this is a straight forward code that set, replace the VCT solenoid.
