Honda accord code p1167.???

On my Honda accord LX 1999 has the light on I put my obd scanner and it says ((( p1167 permanent H02S S1 heater failure ))) what can this be I already replaced boyh oxygen sensor bank 1,  bank 2.????

Incorrect 02 sensor, it may call for the 02 sensor , but it is not compatible
