On the TAC is the locking tabs functional, does not slip right off when lightly pulled at its connection? On the TAC there should be a BLK /WHT wire, that ground wire has to be properly grounded or you set this code, many time the TAC when it comes to this code is due to poor TAC ground and not the TAC itself.
