I have a 1999 Honda Accord, how can I test and find out if it's just an electrical issue that I can hopefully fix / reset? Could this have something to do with the other code I'm getting - P0966 - Problem in A/T Clutch Pressure Control Solenoid Valve B Circuit

Also, my car often doesn't like to work in first gear! My gear shift goes P R N D4 D3 2 1! I can shift down to 1 but it just revs like it's in neutral! If I start in 2 then once I'm up to speed I can shift to D3 or D4 which are the automatics and it'll work fine until I slow down enough that it tries to go back to first gear! If I'm in town I pretty much just leave it in 2, otherwise I end up switching around between 2 and D3 the whole time! Any thoughts or suggestions would be greatly appreciated, I'm willing to try just about anything!
