I have a 1999 Honda Accord, how can I test and find out if it's just an electrical issue that I can hopefully fix / reset? Could this have something to do with the other code I'm getting- P2770 - Open in Torque Converter Clutch Solenoid Valve Circuit

Also, my car often doesn't like to work in first gear! My gear shift goes P R N D4 D3 2 1! I can shift down to 1 but it just revs like it's in neutral! If I start in 2 then once I'm up to speed I can shift to D3 or D4 which are the automatics and it'll work fine until I slow down enough that it tries to go back to first gear! If I'm in town I pretty much just leave it in 2, otherwise I end up switching around between 2 and D3 the whole time! Any thoughts or suggestions would be greatly appreciated, I'm willing to try just about anything!

The torque convertor clutch solenoid is external of the transmission, if this is faulty then yes you will have what you are experiencing, the best approach replace it, you would spend more time testing it.
