Where can I locate the circuit malfunction on the 1999 Ford Windstar ODB 2 Code# po433?

My vehicle (1999 Ford WindStar SE 3.8) will not turn over when  I turn the ignition as I am getting a code P0433.

The engine will not turn over, this code condition has nothing to do with the engine not turning over, the basic will have to be performed as to why the engine is not turning over , such as fuel pressure, the ignition system  the basic would more than likely help find the reason for a no start condition
