2003 Dodge 3500 with engine code P0251 and hard start, could the p0251 code cause hard start?

This code means the fuel quantity solenoid is open or shorted.

This is usually the result of the solenoid itself. When it fals it will usually short out and cause this cade and will also give you a hard start condition.
