Can this code cause car from passing smog?

Yes when you have a CK ENG LT this is a automatic failure , The purpose of the CK ENG LT is to protect the catalytic convertor , and the purpose of the emission test is to test the catalytic convertor to see if it is doing its job the common fix for a P0135 is replace the 02 sensor , what commonly fails is the heater circuit of the 02 sensor, as for P1196 this can set if there is exhaust leak near the 02 sensor ,it can also set when the 02 sensor is not properly torque down .
