P1000 OBD II monitor not complete

Is there any pending code that is set, this would also cause a P1000 OBD monitor to not complete, Depending on the scan tool, go to the live data, there you will see Fuel System  it should say open(OP) or closed (CL). for both sides of the Bank. When at operating temperature the Fuel system should be CL. There should also be no reprogram of the ECM that would remove any monitors status and any DTC (diagnostic trouble code) .
