Should I replace throttle body?

This is a 2007 Isuzu i290, no response on accellarator and jumps when idle have put a new pcm in same thing so we put the old one back in, we have 5 volts on throttle body and 4.2 volts on pedal this being a new pedal don't think its bad tried to clean throttle body as well. Please help!

4.2 volts on the pedal is low, the voltage should be at 4.8 to 5 volts. Try another pedal assembly rather than the the throttle body
