P0660 would this cause the throttle to get stuck open/unwanted rev around 4k RPM

Question

My car rev to 4k RPM non-stop had to kill the car after throwing it in neutral.Checked the throttle lever seem ok spring was a little loose at most.pulled codes and got a P0660-Intake manifold tuning valve control circuit/open (bank 1) I cleaned my throttle a few days back to try to fix .5 increase in the idle. Checked TPS sensor and it was fine
