I got code P0031 on my 2011 Toyota Rav4 Oxygen AF Sensor Heater Control Circuit Low Bank 1 Sensor 1. I need to know where to start

The heater circuit is part of the O2 sensor. On this it's the first O2 sensor BEFORE the catalytic converter. Most of the time the sensor itself is the cause of this code.
