P0441 Toyota - Solara 1999..would this cause it to choke out?

My check engine light comes and goes but they gave me this code two times. I was wondering what the code means and if this would cause it to choke out?

This code means there is an incorrect purge flow in the evap system. This will not typically cause a running issue, however when you fill the tank if the purge valve is sticking open it can cause the engine to flood. Here is some more info on this code.
