to fix P1518 problem, would replacing throttle assembly, be necessary?

My 2003 Chevy Silverado 5.3, has shown the Reduced Engine Power, after engine light came on. It has happened twice, both times after shutting off ignition. it seem to reset itself. Mechanic has told me the throttle assembly needs to be replaced.  Do you think that was the correct diagnosis, ( very costly.) What is best solution to solve problem?
