P0605 KIA - can the ECM be reprogmed or a used ECM programmed as a replacement

Question

I have been told that the only way to clear an ECM is if it is cleared in the original vehicle....pretty much a non concept in a junkyard ECM.....therefore leaving the only choice as buying a new unit ...at $1800.....supposedly both Mazda and Honda ''can'' be reprogrammed fairly routinely HELP
....!!!!

P0605 Internal control module Read Only Memory (ROM) error

Thats true with a scantool that is manufactory level there is a function where you can clear optional  part of the ECM that has detected a problem in the  ECM you would use this option to test the ECM or reuse the ECM.
