at engine start gets stuck in 3rd gear but then after driving it shifts normally but still slow

Vehicle speed sensor., can cause this condition without setting a VSS code, so can being low on transmission fluid, If the vehicle gets stuck in 3rd gear then shifts normally if this is not caused by a malfunction with the speed sensor , the transmission internal mechanical condition would do this
