B2148 on 2002 f250 and transmission is not shifting related?

installed new transmission in 2002 f250 7.3 diesel and will only shift 1-2 and the only code that came up was B2148 pwm input failure could that be causing the transmission not to shift and what do I need to do to fix it.

Vehicle: 2002 ford f250 crew cab 7.3 diesel
