Question

We changed both position sensors and still getting these codes and it says reduced power

As long as P1516 is presenst the TPS signal is considered invalid, P1518 is considered missing and as a result the ECM can not read or write the TPS signal. Diagnose this condition with the TPS as the TPS signal is missing. Along the connection look and feel the harness for any open wire condition or broken wire at the throttle actuator motor and TPS sensor
