What set this code is the pintle position is less than the desired EGR position that the ECM wants or greater than what the ECM wants. Its possible that carbon deposits can interrupt the opening and closing of the EGR valve, Depending on the EGR in most cases replace the EGR solves the problem,

 Here a EGR this is stuck open , being stuck open set a misfire condition at cylinder 3 and 4. If you push down here at the pintle it does not move properly, this would require a replacement of the EGR valve.

 Here the replacement EGR, it pintle position moves very smoothly.
