P2096 Subaru -Does this code mean bad catalytic converter?

Hi there,

This code usually means low fuel pressure or a bad mass air flow sensor. Possible issue with a vacuum leak. It doesn't point to the converter being the problem unless it is plugged up and the back pressure from the exhaust is going back into the cylinders.
