I have replaced both the throttle body & the accelerator pedal (APPS), but I still have the same problem. It will happen at random times. If I turn off my car wait a minute & restart then either my car will be fine or it will run extremely rough to the point of no power. It has even turned off while at a red light with no indication of Reduce Engine Power, etc.

What else would be causing the "Reduce Engine Power" "Service Traction Control" ?

Vehicle: 2008 Chevy Imapla LT2 3.5L V6

P2138 Accelerator pedal position (APP)sensor 1-2 correlation

Was there any other code that may have occured prior to having a P2138, such as a ,oil pressure switch , camshaft position sensor, a MAP sensor code, a a/c pressure sensor code, a fuel tank pressure code, What gives power to the the APP is a 5 volts refference, on this circit are a Oil pressure sensor, MAP sensor, a/c pressure sensor. fuel tank pressure sensor, if  any of these sensor short out it would cause a P2138 to occur, and what make this diffficult to diagnosis is when this code occurs the ECM will suspend any other code condition except for type A code to appear. So any one of these sensor can cause this condition.
