P1744 P1131 Ford - escort

My car started out making a buzzing noise when accelerating every other time I drove it, soon enough it was every time I started the car even while idle. It was losing power on the road, now it will not start at all or turn over. I don't know if it has anything to do with the fact that it rained? It brings up the codes p1744 P1131
