How to know if it is camshaft phasers? Or solenoids? How many hours is reasonable to replace?

When this code occurs this is more of a camshaft VCT solenoid stuck in position. Even if this fault code was with the phaser you would still need to replace the VCT solenoid, With P0016 this would have a rough idle condition, and if it accompanied by one or more VCT solenoid codes such as P0011, P0012, P0016, P0018 , P0021, P0022, . Use TSB # 11-6-1, that Ford has produced. What this bulletin is about. is check the cam shaft phaser for a updated part. , in front of the phaser , the left phaser should  have part number 7T4E-6C524-EC. and the right  phaser should have part number 8T4E-6C524-AC.

 Not only is the VCT solenoid needs to be replaced, the camshaft cover is removed and inspected for wear, Excessive wear here will cause  a camshaft solenoid code,  due to excessive wear which will result in loss of oil pressure to the VCT causing it to not work properly. You also need to remove the camshaft cover to inspect the part number to determine if the update phase is required.
