Cannot find any vacuum or exhaust leaks. Live read looks good. Heater has proper voltage.

P0133 Front heated 02 sensor (H02S) too slow , Rear heated oxygen sensor (H02S) compensation

With P0133 heater voltage for the 02 sensor would be proper. even the peak voltage would be correct.,What can cause the 02 sensor to get slow can be leaks prior to the 02 sensor,a uneven compression or misfire,vacuum leak  can cause a slow 02 or false air that gets past the MAF (Mass airlow) ,and faulty fuel pressure can cause a 02 sensor to get slow.

Here a 02 sensor that has a P0133 coded, you should have at least 3 humps or up to 5 humps. Because it less than 3 this 02 sensor is consedered slow.

Here is one of the cause for a slow 02 sensor, right before the 02 sensor was a exhaust leak, no a big leak but enough to set a P0133, A weld repair was performed, not only did it fix P0133, it also had a slightly rough idle due to P0133, that also was fixed when the exhuast leak was fixed
