I checked with the engine running and got no vacuum with it plugged in and not plugged in.

That's the way it is built , the canister purge is mounted by 2 screw into the intake system. if you disconnect the hose there should be vacuum unless the ECM commands the purge on. If you set a P1450 , Ford has a TSB for this , replace the purge solenoid with the update version.
