why is my car not driving?

Question

1999 acura rl 3.5 shows code p0155. When bank 2 sensor 1 is replaced with new factory model sensor the car refuses to move unless sensor is disconnected.

P0155 02 sensor heater circuit malfunction (Bank 2 Sensor 1)

The 02 sensor is shorting to ground one of the circuit of the 02 sensor is for heater power, which is connected to the ETC (Engine coolant temperature) , EGR position sensor and the TPS (throttle position sensor).
